are public-domain materials and they are not (and never have been)
subject to any copyright. SOLUTIONS
Software republishes this material in a useful, compact, format with
appropriate indexing, cross-referencing links between CFR titles
to assist the user.
The software search and retrieval engines are copyrighted, as are
our CD-ROMs (as whole published works).
